The Colorado River is a critical source of water supply for 40 million people in nine states spanning two nations in western North America. Overallocated in the 20th century, its problems have been compounded by climate change in the 21st century. We review the basin’s hydrologic and water management history in order to identify opportunities for adaptive governance to respond to the challenge of reduced system flows and distill the ingredients of past successes. While significant advances have been made in the first two decades of the 21st century, these past actions have not been sufficient to halt the declines in the basin’s reservoirs. We find that the mix of federal, state, and local responsibility creates challenges for adaptation but that progress can be made through a combination of detailed policy option development followed by quick action at hydrologically driven moments of opportunity. The role of directives and deadlines from federal authorities in facilitating difficult compromises is noted. The current state of dramatically decreased overall flows has opened a window of opportunity for the adoption of water management actions that move the river system toward sustainability. Specific measures, based on the existing institutional framework and on policy proposals that have circulated within the Colorado River community, are suggested.

Adaptive management is a science-based, structured approach to environmental management. It aids decision-making in the face of uncertainty about outcomes by emphasizing the acquisition and use of new knowledge, experience, and stakeholder input in management of natural resources under changing conditions. The Delta Reform Act of 2009 calls for adaptive management of efforts to make water supplies more reliable and ecosystems healthier. It is often talked about, but as a comprehensive, science-based process, adaptive management is little used in the Delta. This is not a unique situation; many environmental management programs around the world have encountered difficulties in managing natural resources adaptively. The Delta Independent Science Board (Delta ISB) reviewed how adaptive management is perceived and used in the Delta and how it might be applied more efficiently and effectively. This report identifies impediments to adaptive management in the Delta and makes recommendations for incorporating adaptive approaches to improve management of the Delta and its resources.

This document was prepared by the Science Institute to provide information to CDFW’s Divisions and Regions as they incorporate adaptive management in their conservation and resource management decisions and planning documents. It highlights statutory definitions, statements of policy and requirements that are relevant to CDFW’s activities, and summarizes descriptions and evaluations of adaptive management in the technical literature. This information is relevant to all CDFW activities involving the conservation and management of natural resources under the jurisdiction of CDFW. However, given the breadth of CDFW’s Mission and the wide variety of regulatory, management and scientific roles CDFW plays, it should be emphasized that this information does not present a one-size-fits all approach to adaptive management. Rather, where adaptive management principles are appropriate and applicable in a given situation, the discussion and resources in this document should highlight issues for consideration under the specific circumstances at hand. CDFW affirms that project-specific circumstances always necessitate the development of project-specific adaptive management strategies. The information in this document is provided as a tool to be used, where appropriate, to support CDFW’s Divisions and Regions as they implement the CDFW Mission. The general principles presented here are not intended to be relied upon absent, or in lieu of, site- or project-specific analysis that shapes the application of these principles.

This report presents findings and opinions of the Independent Review Panel (IRP) assembled by the Delta Science Program to inform the National Marine Fisheries Service (NMFS) and the U.S. Fish & Wildlife Service (USFWS) as to the efficacy of water operations and certain regulatory actions prescribed by their respective Long-term Operations Biological Opinions’ (LOBO) Reasonable and Prudent Alternative Actions (RPAs) as applied from October 1, 2014 through September 30, 2015 (Water Year 2015).  This year’s annual review focused primarily on: (1) Shasta Reservoir and Sacramento River temperature monitoring, modeling, and management, (2) the River Assessment for Forecasting Temperature (RAFT) decision support tool (model), (3) an Enhanced Particle Tracking Model (E-PTM), and (4) a USFWS report on past, present, and future approaches to incidental take of Delta Smelt.  After reviewing a required set of written documents (Appendix 1), the IRP convened at a public workshop in Sacramento, CA on 5-6 November 2015. The first day of the 2-day workshop included agency presentations and provided a forum for the IRP to interact and consider information presented on water operations, temperature modeling, monitoring and RPA Actions as implemented in yet another critically dry 2015 water year. On the second day, the IRP deliberated in a private session beginning at 9:00 a.m. in order to prepare and present their initial findings at the public workshop at 2:00 p.m., after which there was an opportunity for agency representatives, members of the public, and the IRP members to comment and otherwise exchange impressions and information. Natural resource managers must make decisions that affect broad-scale ecosystem processes involving large spatial areas, complex biophysical interactions, numerous competing stakeholder interests, and highly uncertain outcomes. Natural and social science information and analyses are widely recognized as important for informing effective management. Chief among the systematic approaches for improving the integration of science into natural resource management are two emergent science concepts, adaptive management and ecosystem services. Adaptive management (also referred to as “adaptive decision making”) is a deliberate process of learning by doing that focuses on reducing uncertainties about management outcomes and system responses to improve management over time. Ecosystem services is a conceptual framework that refers to the attributes and outputs of ecosystems (and their components and functions) that have value for humans. This report explores how ecosystem services can be moved from concept into practice through connection to a decision framework—adaptive management—that accounts for inherent uncertainties. Simultaneously, the report examines the value of incorporating ecosystem services framing and concepts into adaptive management efforts. Adaptive management and ecosystem services analyses have not typically been used jointly in decision making. However, as frameworks, they have a natural—but to date underexplored—affinity. Both are policy and decision oriented in that they attempt to represent the consequences of resource management choices on outcomes of interest to stakeholders. Both adaptive management and ecosystem services analysis take an empirical approach to the analysis of ecological systems. This systems orientation is a byproduct of the fact that natural resource actions affect ecosystems—and corresponding societal outcomes—often across large geographic scales. Moreover, because both frameworks focus on resource systems, both must confront the analytical challenges of systems modeling—in terms of complexity, dynamics, and uncertainty. Given this affinity, the integration of ecosystem services analysis and adaptive management poses few conceptual hurdles. In this report, we synthesize discussions from two workshops that considered ways in which adaptive management approaches and ecosystem service concepts may be complementary, such that integrating them into a common framework may lead to improved natural resource management outcomes. Although the literature on adaptive management and ecosystem services is vast and growing, the report focuses specifically on the integration of these two concepts rather than aiming to provide new definitions or an indepth review or primer of the concepts individually. Key issues considered include the bidirectional links between adaptive decision making and ecosystem services, as well as the potential benefits and inevitable challenges arising in the development and use of an integrated framework. Specifically, the workshops addressed the following questions: How can application of ecosystem service analysis within an adaptive decision process improve the outcomes of management and advance understanding of ecosystem service identification, production, and valuation? How can these concepts be integrated in concept and practice? What are the constraints and challenges to integrating adaptive management and ecosystem services? And, should the integration of these concepts be moved forward to wider application—and if so, how?

Interim instream flow criteria for the protection of fishery resources in the Scott River watershed, Siskiyou County

This document describes the methods and results of an analysis using historical flow data and regional regression relationships to develop interim instream flow criteria suitable for anadromous fish in the Scott River watershed in Siskiyou County. The Scott River watershed provides aquatic habitat for four species of anadromous fish; Chinook Salmon (Oncorhynchus tshawytscha), Coho Salmon (O. kisutch), steelhead trout (O. mykiss), and Pacific Lamprey (Lampetra tridentata). Specifically, the Scott River is one of the most important Coho Salmon spawning and rearing tributaries in the Klamath River watershed. Instream flow requirements can be generated from flow standard setting techniques or from the results of site specific studies. The interim instream flow criteria presented for the Scott River were developed using flow standard setting techniques. Stream flow standards derived from standard setting techniques are designed to identify the environmental resource in need of flow protection, identify biologically significant criterion that can be used to measure potential flow related impacts, and specify the amount of flow required to protect the resource. Most individual standards evaluate only one or more, but not all the criterion needed to fully evaluate the flow needs of an aquatic species. This limitation can lead to prescribing a single minimum threshold or “flat-line” affect (Poff et al. 1997). The seasonal and inter-annual variability in the hydrograph must be maintained to protect stream ecology and provide an ecosystem based standard (Annear 2004). To account for the seasonal and the inter-annual hydrologic variability of the Scott River, the Department applied a detailed hydrologic analysis along with application of three standard setting methods to evaluate the life history flow needs of salmonids in the Scott River near Fort Jones. Adult fish passage was estimated using the equation developed by R2 Resources (R2 2008) for the State Water Resources Control Board’s (SWRCB) North Coast Instream Flow Policy (SWRCB 2014), spawning and juvenile rearing were evaluated using the Hatfield and Bruce regional equations (Hatfield and Bruce 2000), and the results were adjusted monthly based on estimates of unimpaired hydrology using Tessmann’s adaptation (Tessmann 1980) of the Tennant or Montana Method (Tennant 1975).

NMFS’ June 4, 2009, biological and conference opinion on the long-term operation of the Central Valley Project and State Water Project provides an incidental take limit on natural juvenile winter-run based on the juvenile production estimate.
