Today's water systems are enabled by ample fresh water sources, low-cost centralized treatment, and facile wastewater disposal. Climatic change, aging infrastructure, and source water contamination have exposed the vulnerabilities of this linear water paradigm. While seawater desalination enables coastal communities to augment their supply, more broadly securing water systems for municipal, industrial, and agricultural water users will require distributed desalination and fit-for-purpose reuse of nontraditional water sources. Our linear water economy must evolve into a resilient circular water economy, where water is continuously reused and “contaminants” become the feedstocks for other economically valuable processes. Technology innovation is needed to deliver autonomous, precise, resilient, intensified, modular, and electrified desalination systems that reduce the cost, improve the performance, and enhance the resilience of nontraditional water reuse systems. Meanwhile, strong federal leadership and coordination is needed to accelerate desalination research, promote information gathering efforts to direct technology development, and create an expanded role for non-profit organizations in knowledge dissemination.

As a result of population growth, urbanization, and climate change, public water supplies are becoming stressed, and the chances of tapping new water supplies for metropolitan areas are getting more difficult, if not impossible. As a consequence, existing water supplies must go further. One way to achieve this objective is by increased water reuse, particularly in supplementing municipal water supplies. Although water reuse offers many opportunities it also involves a number of problems. A significant cost for nonpotable water reuse in urban areas is associated with the need to provide separate piping and storage systems for reclaimed water. In most situations, the cost of a dual distribution system has been prohibitive and thus, has limited implementation for water reuse programs. The solution to the problem of distribution is to implement direct potable reuse (DPR) of purified water in the existing water distribution system. The purpose of this paper is to consider (a) a future in which DPR will be the norm and (b) the steps that will need to be taken to make this a reality. Following an overview, the rationale for DPR, some examples of DPR projects, technological and implementation issues, and future expectations are examined.

The California State Water Resources Control Board is the first regulatory body in the United States to develop statewide regulations for direct potable reuse (DPR). To support this effort, a pathogen monitoring campaign was undertaken to develop and implement an optimized standard operating protocol to better characterize the concentration of human pathogens in raw wastewater. Methods to detect relevant viral and protozoan pathogens in raw wastewater were optimized and implemented during a 14-month monitoring campaign. Over 120 samples were collected from five wastewater treatment plants treating a quarter of California's population. Samples were analyzed for two protozoa (Cryptosporidium and Giardia) using microscopy methods, three enteric viruses (enterovirus, adenovirus, and norovirus) using culture and/or molecular methods, and male-specific coliphage using culture methods. The method recovery efficiency was measured in every protozoa sample and every other virus sample to confirm minimum recovery efficiencies were achieved and to correct the concentrations for pathogen losses during sample processing. The results from this study provide the industry with a large, high-quality dataset as demonstrated by the high degree of method sensitivity, method recovery, and QA/QC steps. Such high-quality data on pathogen concentrations in raw wastewater are critical for confirming the level of treatment needed to reduce pathogen concentrations down to acceptable levels for potable water in DPR projects.

Across the United States, urban communities face growing water challenges, from water scarcity to flooding, pollution, aging water infrastructure, and more. These challenges present risks, but also an opportunity to rethink how we manage water, including adopting circular approaches in new buildings that reduce their water footprint and improve urban water resilience. Onsite water systems, for example, collect, treat, and reuse water from onsite sources, including wastewater, rainwater, and stormwater, for non-potable water uses like toilet flushing, outdoor irrigation, and cooling. Onsite water systems have the potential to provide multiple benefits for a site, water and wastewater systems, ecosystems, and communities. They can, for example, help companies mitigate water- related risks, like water shortages that threaten to disrupt business operations, and support corporate water stewardship goals. For communities, onsite water systems can enhance water supply reliability, improve water quality, reduce localized flooding, and increase urban green space. The realization and magnitude of benefits will vary with the type of system, scale of adoption, and other context-specific factors. This guide helps site developers consider how onsite water systems can be planned, designed, and operated to provide multiple benefits, and contribute to planning and designing onsite water systems that advance water resilience, support equity, support the environment, and protect public health at the site, water system, and community scales. For each of these outcomes, the guide provides sample questions to consider, stakeholders to engage, resources to examine, and analyses to perform.
