The Regional Monitoring Program for Water Quality in San Francisco Bay (RMP) was created to provide long-term monitoring information on ecosystem health in the Bay. The impetus for the program development was a resolution by the San Francisco Bay Regional Water Board to require dischargers in the Bay Area regulated under the National Pollution Discharge Elimination System (NPDES) program to participate in regional monitoring. Contribution to the Program constitutes compliance with the requirement to participate. Elimination of certain permit requirements for individual permits offset the requirement for continued participation. The RMP began as a pilot study in 1989 and has been collecting water, sediment, and biological tissue data since 1993.

The Regional Monitoring Program for Water Quality in San Francisco Bay (RMP) monitors concentrations of contaminants in bird egg tissue as an indicator of water quality.

The Regional Monitoring Program for Water Quality in San Francisco Bay (RMP) monitors concentrations of contaminants in bird egg tissue as an indicator of water quality. In 2018, the RMP will collect bird egg samples from various locations in the Bay as part of routine Status and Trends Monitoring. The target species will be Double-crested Cormorants and Forster’s Terns.

This report outlines details from the annual Regional Monitoring Program for Water Quality in the San Francisco Estuary (RMP) sediment cruise, conducted August 14 – 21, 2018. The Regional Monitoring Program conducts routine monitoring of water, sediment and biological tissue. The current study design calls for monitoring of water and bivalves every two years and sediment every four years. Bird egg monitoring (cormorant and terns) is conducted triennially, while sport fish are monitored on a five-year rotation.

This report details plans associated with the annual Regional Monitoring Program for Water Quality in the San Francisco Estuary (RMP) sediment cruise. The Regional Monitoring Program through the Status and Trends conducts routine monitoring of water, sediment and biological tissue. The current study design calls for monitoring of water and bivalves every two years and sediment every four years. Bird egg monitoring (cormorant and terns) is conducted triennially, while sport fish are monitored on a five-year rotation. For 2018, sampling operations will entail dry season sample collection at 27 RMP sediment sampling sites.

The State Water Resources Control Board (State Water Board) Division of Drinking Water (DDW) is the primacy agency responsible for the administration and enforcement of the federal Safe Drinking Water Act (SDWA) requirements in California. The State Water Board has adopted statutes and regulations to implement the requirements of the SDWA. The State Water Boards’ regulatory responsibility over public water systems includes (1) issuance of operating permits, (2) conducting inspections and sanitary surveys, (3) monitoring for compliance with regulations, and (4) taking enforcement action to compel compliance when violations are identified. Throughout the year and as part of DDW’s regulatory oversight responsibilities, Drinking Water Program staff from DDW’s 24 District offices and 30 County health departments (delegated by the State Water Board to undertake regulatory oversight on behalf of DDW) document and record violations incurred by public water systems. Enforcement actions are issued by the Drinking Water Program to address these violations. The data is compiled and submitted to the United States Environmental Protection Agency (USEPA) on a quarterly basis. This report presents an accounting of the violations record for the calendar year 2019. USEPA requires states to issue this Annual Compliance Report by July 1st of each year and make the report available to the public.
